Redesigning D.W. Field Parkway

Funded by Massachusetts Municipal Vulnerability Preparedness Program (MVP) Grant and

Massachusetts Parkland Acquisitions and Renovations for Communities (PARC) Grant

Why Improve the Parkway?

D.W. Field Parkway currently includes minimal stormwater management facilities, and stormwater flows directly into adjacent waterways without treatment, which results in degraded water quality in the Park’s water resources. The proposed improvements will improve water quality of stormwater discharging into the park’s water resources.

Proposed Improvements

Stormwater Upgrades:

Installation of green infrastructure (water quality swales, bioretention and infiltration basins) to collect, infiltrate, treat, and detain stormwater generated by the Parkway and at Tower Hill parking lot.

Roadway Reconstruction:

Approximately 4 miles of reconstruction along D.W. Field Parkway between Old Pond Street in Avon and Oak Street in Brockton to separate bicycles and pedestrians from vehicular traffic.

Parking Lot Revitalization:

Tower Hill parking lot will be renovated to include natural play features, seating areas, walking paths, and green infrastructure.

MEPA Process

These designs were submitted for review and permitting to the Massachusetts Environmental Policy Act (MEPA) Office. The project is posted in the June 24, 2026 edition of MEPA’s Environmental Monitor. The public can submit comments directly to MEPA through July 24, 2026.

MEPA hosted a public virtual meeting on Wednesday, July 1 at 5:30 PM to receive advice and comments from agencies, officials, and members of the public regarding which environmental issues, if any, are significant for this project. Interpretation services were provided in Haitian Creole and Cape Verdean Creole automatically.
