The City of Brockton and Town of Avon were awarded the Massachusetts Municipal Vulnerability Preparedness (MVP) Program Grant in 2025 to redesign D.W. Field Parkway. Engineers, designers, and planners from Fuss & O’Neill will file a permit-ready design with the Massachusetts Environmental Policy Act (MEPA) office in June 2026 for the Parkway north one-way loop between Oak St. in Brockton and Old Pond St. in Avon.
Addressing issues with the parkway were identified as a key priority in the Master Plan, with a repeated call from the community to “fix the road!” This design goes beyond patching potholes, with proposed improvements for stormwater upgrades, roadway reconstruction, and parking lot revitalization at the Tower Hill parking area, the latter funded by the Massachusetts Parkland Acquisitions and Renovations for Communities (PARC) Grant.
D.W. Field Parkway currently included minimal stormwater management facilities, and stormwater flows directly into adjacent waterways without treatment, which results in degraded water quality in the Park’s water resources. The proposed improvements will improve water quality of stormwater discharging into the park’s water resources. Benefits to the community include: improved water quality to the park’s wetlands and water resources; increased access to open space; additional recreation opportunities; and safer travel facilities for all road users.
Two public meetings were held in spring 2026 to gather comments on the designs. The virtual meeting can be watched and comments can be provided at dwfpi.org/parkway.
